William C. “Reddy” Biggs, MD, FACE is an endocrinologist and nationally engaged healthcare policy contributor whose career bridges clinical excellence, practice innovation, and the evolving economics of medicine.
After studying chemistry at University of California San Diego, Dr. Biggs earned his medical degree from UT Southwestern. He returned to San Diego for internship, continuing his training in Boston at Beth Israel Deaconess Medical Center, where his interest in endocrinology led him to fellowship training at the Joslin Diabetes Center.
In 1986, Dr. Biggs moved to Amarillo, Texas, where he established a solo endocrinology practice. That practice became the foundation for Amarillo Medical Specialists LLP, which has since grown into a 55-provider multispecialty organization. Under his leadership, the group has expanded not only in size but in scope—integrating specialty care, advanced practice providers, and clinical research initiatives for a 5 state area.
Recognizing early the shift toward value-based care, in 2012 Dr. Biggs founded Amarillo Legacy Medical ACO. ALMA manages care for approximately 30,000 patients and has participated extensively in both commercial and Medicare Shared Savings Program models, helping shape practical approaches to population health and physician alignment.
In addition to his clinical and executive roles, Dr. Biggs has been deeply involved in national healthcare policy and reimbursement. He has served since 2015 as an Advisor and Reviewer to the AMA CPT Editorial Panel. His work reflects a long-standing interest in the intersection of medicine, data, and reimbursement, supported by his board certification in Clinical Informatics.
After decades of leadership and innovation, Dr. Biggs maintains a strong commitment to patient care—continuing to spend approximately 50% of his time in the clinic. His career reflects a rare combination of frontline clinical dedication and strategic influence in shaping how medicine is practiced and paid for in the United States.
